東京港がパンクしているのは、今にして始まったことではありません。それは横浜港でも同様で、もはや日常となってしまっているため、荷主・物流会社共に、パンク状態が当たり前のような感覚を持っているように見受けられます。

東京港のコンテナ扱い本数
東京都港湾局の発表によると、平成３０年の東京港の外国貿易コンテナ取扱個数（輸出入・実入り/空の合計）は４５７万ＴＥＵ（２０‘コンテナ）とのことです。これを一日当たりに換算すると約１５,０００本になります。しかし、コンテナはＣＹからの搬出と搬入の２回動くため、実際は毎日３０,０００回のコンテナの出入りがあることになります。
ゲートオープン時間は、８時３０分～１６時３０分の８時間です。昼休みを除くと１日の稼働時間は７時間なので、1時間当たり４,３００本のコンテナを捌いていることになります。
東京港のＣＹは、大井ふ頭、品川ふ頭、青海ふ頭、中央防波堤ふ頭に限られています。これだけの数のコンテナを輸送するコンテナ輸送用のヘッドとシャーシが毎日毎日この狭い範囲で動いているのですから、東京港の異常な混雑状況は想像に難くないでしょう。

ゲートオープンの延長
東京都も東京オリンピックに備え対策を打たなければならないということで、今春、早朝１時間、夜間３時間のゲートオープン延長をトライアルとして行いましたが、根本的な解決策ではないため、あまり効果を期待できそうにありません。
これからは北関東の時代だ
今後は、東京港や横浜港に固執せず地方港に目を向けるべきです。
東京近郊だと『常陸那珂港』や『鹿島港』が、北関東から東北向けの貨物用の港として期待出来るのではないでしょうか。
『常陸那珂港』ならば、自動車部品生産会社が集まっている宇都宮周辺まで、北関東自動車道で1時間ほどで行くことが出来ます。また、『鹿島港』であれば、成田空港の芝山地区まで、東関東自動車道で40分もかからずにアクセス出来ます。
地方港の活用と助成金
実際、『鹿島港』では、昨年は定期航路が韓国との間で１航路あっただけですが、今年に入ってから、ＯＯＣＬ、ＯＮＥ、マースクがそれぞれフィーダー船を投入し、東京港や横浜港の外航コンテナ船への接続サービスを始めています。
これは、東京港の混雑緩和や東京オリンピックを考えたうえでの戦略だと思いますが、一時的なものではなく今後定着することを期待します。また、地方では助成金制度を活用している港が多く、鹿島港でも助成金を使うことが出来るので、負担額を少なくすることが出来るかもしれません。
フィーダー船を使うことによりCYへの搬入が早まることになるかもしれませんが、積みたい本船があっても、東京港のドレイの空き状況によってはブッキング自体がままならないこともあります。東京港を離れてみることを検討してはどうでしょうか。
